Following up is essential to getting anything done. You sent an email and didn’t get a response? Send another one. You called someone and they didn’t pick up? Send a text and ask when might be the best time to call. Understand that people are busy or just not ready to chat. The fact that you haven’t heard back from whoever is not a “no” until you hear “no”. So keep following up, but don’t get annoying with it.

“Dear (person), I know you re busy right now. Is it okay if I reach out again next (date or time) about this?” 

Simple and straight to the point.
